Certificate 3 Guarantee Program


The Queensland Government is making funding available to eligible Queenslander’s to help them achieve their first Certificate 3 qualification after school. It is expected that the completion of a Certificate 3 qualification will enable students to transition to the workforce or advance in their chosen career.To assist the Queensland Government in assessing the impact the initiative is having on Queenslanders, it is a requirement that students respond to a survey within three months of completion of the qualification or withdrawal from the program.

To be able to access this funding, students must meet the following criteria:

  • Be aged 15 years or above and no longer enrolled at school
  • Permanently reside in Queensland
  • Satisfy one of the following:
    • Australian citizen
    • New Zealand citizen
    • Australian permanent resident (including humanitarian entrants)
    • Temporary resident with the necessary visa and work permits on the pathway to permanent residency
  • Not hold, and not be enrolled in, a certificate III or higher-level qualification. Note that this does not include qualifications completed at school or foundation skills training.

Available qualifications and fees:

The table below shows the qualifications available under this program, and the co-contribution fee for each course. The co-contribution fee must be paid by the student or a third party, and students may be eligible for the concessional fee if they meet the criteria below.

Eligibility criteria for concessional co-contribution fee:

  • Student holds a Health Care or Pensioner Concession Card, or is the partner or dependent of such a person, and is named on their card
  • Student is eligible under Commonwealth law for concessions under a Health Care or Pension Concession Card, or is the partner or dependent of such a person
  • Student is Aboriginal or Torre Strait Islander
  • Student has a disability
  • Student is an adult prisoner

Please note that the co-contribution fee will reduce proportionately for any units of competency a student has already completed with another training provider (credit transfer).

Once a student has completed a Certificate 3 Guarantee funded qualification, they will no longer be eligible for funding under this program.
